In pursuance of the Notification relating to the Right to Information Act, 2005 dated 15.06.2005 and in terms of Section-4 of the said Act, the following information is hereby notified.

Particulars of the constitution of KAIDB, its Functions and Duties

Karnataka Industrial Area Development Board [KIADB] is a statutory body established under Section-5 of The Karnataka Industrial Area Development Act, 1966, vide Order in No CI.67.GMY.66, dated June 20th 1966

I.Scope of the functions of KIADB

KAIDB with objective of securing the establishment of Industrial Area, promoting rapid and orderly establishment of Industries in the State of Karnataka and to provide infrastructural facilities and amenities, undertake the following principal activities

  1. Acquire lands for industrial activity at identified and notified/ publicized locations and form industrial Area with all infrastructural facilities, wherever applicable, like
    • Road
    • Electricity Power
    • Water Supply [For Drinking & Industrial Purposes]
  2. Acquire lands in favour of single unit complexes and Government Organizations to facilitate Government projects
  3. Maintain the infrastructural facilities during the contractual period

Powers and Duties of the Officers and Employees of KIADB

I.Details of the Officers at Head Office and their Duties .

Chief Executive Officer and Executive Member: The Chief Executive Officer and Executive Member is the disciplinary authority as well as the authority to implement the policies of the Board and the Government. The Chief Executive Officer Executive Member

  • Initiates proposals for acquisition of land and development of the same for formation of Industrial Areas in consonance with the Industrial policy of the Government.
  • Defines Quality Policy and objectives for KIADB,
  • Defines and Develops the organizational structure with specified authorities and responsibilities for the officers/employees
  • Appoints management representative.

He is the Chairman of the Allotment Committee and Member of KIADB Board, Sub Committee of the Board, High level Committee and State level Single Window Agency

Chief Development Officer:The Chief Development Officer is the authority for the following :

  • For formation of Industrial Areas, Execution of Development work in Industrial Areas and providing infra-structural facilities.
  • Responsible for Design Control
  • Evaluation and approval of contractors.
  • Responsible for release of purchase orders/work orders
  • Responsible for assessment and control of contractors.
  • Responsible for prevention of non-conforming products.

Special Deputy Commissioner: Is the Authority for supervision and monitoring the Special Land Acquisition officer who deal with the acquisition of land for formation of Industrial Areas and also for all other matters pertaining to acquisition of land and passing of awards.

General Manager : Is the Authority responsible for the following :

  • Matters pertaining to release of funds to the Board by State/ Central Government /Financial Institutions/ Nationalized Banks
  • Allotment Matters pertaining to EPIP and Doddaballapura Apparel Industrial Park, SEZ Areas, Devanahalli- Bengaluru Aerospace, IT & Hardware Parks.
  • Contract review activities.
  • Process control during allotment
  • Administration and Establishment matters

Special Land Acquisition Officers: Are the Authorities responsible for acquisition of land, framing of awards and disbursal of compensation as provided under the statute.

Secretary and Management Representative, Public Information Officer: Is the authority responsible for the following :

  • Matters pertaining to Board Meetings, sub committee meetings, compilation of Information for annual report and allotment of lands in Industrial Areas of :

12 Issuance of Possession Certificate

With in thirty days from the date of receipt of 100% of tentative/ final land cost, which ever applicable, Possession is handed over to the Allottee by the concerned Assistant Engineer.

Execution of Lease Deed

The Lease Deed incorporating the terms of Allotment/ Lease is executed by the concerned Secretary/ Assistant Secretary on behalf of KIADB in favour of the Allottee within 30 days from the date of handing over of Possession Certificate.

  10. Hand over relevant files to Asst. Secy on the day of the meeting for approval of the Allotment upto Ten Acres.
  11. Receive Files and Proceedings of Allotment Committee from AS-1 and submit to concerned Asst. Secy.
  12. Receive Files with notings from Asst. Secretary based on Proceeding of Allotment Committee
  13. Inform Entrepreneur about the decision of Allotment of Allotment Committee as per F-026.
  14. Inform Entrepreneur in case of inability to allot land as per F-026
  15. Transfer Files to concerned in the Allotment section.
  16. Handover relevant files to Secy. For approval of Allotment by Sub Committee. In cases requiring above 10 acres.
  17. Receive Files and Proceedings of Sub Committee from Secy. and submit to Assistant Secy.
  18. Receive files with notings from Asst. Secretary based on proceedings of Sub Committee.
  19. Inform Entrepreneur about the Decision of Allotment of Sub-Committee as per F-026.
  20. Inform Entrepreneur in case of inability to allot land as per F-026.

PREPARATION OF AGREEMENTS

1.Scope: Preparation of LEASE CUM SALE AGREEMENTS

  1. Get instructions from Allotment Section
  2. Prepare Agreement in format F-014
  3. Get Agreement copy signed by Secy. /Asst. Secy. and hand over the signed copies to the Allottee with instructions for registration and returning of Original copy.

RECEIPT AND ISSUE OF MATERIALS TO S. C. AT SITE

1.Scope: i. Materials Procured for Issue to Sub Contractor.

    • Depending on the previous consumption and considering other factors including budgetary allocation, requirements are listed in the register

    • Enquiries are sent to various contractors as per approved list as per DS-05.
    • Quotations received are scrutinized and suitable sub contractor selected for supplying items and purchase order are placed on the selected sub contractors.
